Hicks Oakley Chessell Williams is a partnership formed in 2006 by a merger between the firms of Hicks & Oakley established in 1983 by John Hicks and Tony Oakley and Chessell Williams established in 1997 by Murray Chessell and David Williams.  The partners of Hicks Oakley Chessell Williams are David Williams, Tony Oakley, Matthew Hicks and Nancy To.  John Hicks and Murray Chessell have retired as partners but continue to practice as consultants.
